This particular Hat plume could of been worn by either the Chief Scout, National Commissioner or International Commissioner  

In 1937 the plume's design changed from having "Be Prepared" to "Boy Scouts on the front. This particular issue of the hat plume is made from Electro Plated Nickle Silver or E.P.N,S for short. This plume continued in production till 1952.
