In 1937 the plume's design changed from having "Be Prepared" to "Boy Scouts on the front. This particular issue of the hat plume is made from Silver. This plume continued in production till 1952. 

This particular Hat plume could of been worn by either the Chief Scout, National Commissioner or International Commissioner
